Hinsdale and Clarendon Hills police will get a new digital records system after DuPage County approved a $4.49 million contract with Mark43 on Tuesday, Oct. 6.

The seven-year deal covers 25 police agencies in the DuPage Justice Information Systems consortium. It replaces the current Hexagon records management system, a project that began in 2013 to improve criminal justice data sharing among county and municipal agencies.

The DuPage County Board still must give final approval. That vote is scheduled for Tuesday, Oct. 13, according to committee meeting minutes.

DuPage County Board Chair Deborah A. Conroy moved the resolution at the Police Records Management System Oversight Committee meeting. Anthony McPhearson, the county's chief information officer, seconded it.

"It will go to the Finance Committee and County Board next week for approval, after which they will have an official kickoff within the following week," McPhearson said at the Tuesday, Oct. 6 meeting.

Officers from both local departments participated in the selection process. Brian King and Grant McElroy represented Hinsdale at a May 11 oversight committee meeting. Zach Finfrock and Mera Johnson attended for Clarendon Hills.

Mark43 beat out Motorola Solutions and Axon in a formal county evaluation. A 15-member team representing participating agencies scored Mark43 at 409 out of 500 points. Motorola Solutions received 377 and Axon received 279, according to an RFP recommendation document distributed to member agencies.

The contract totals $4,486,516.16 and runs from Oct. 14, 2026, through Oct. 25, 2033. Mark43's implementation cost of $1,857,427 was the lowest among the three finalists. Motorola Solutions quoted $2,287,513 and Axon quoted $6,311,290.

RMS Manager Don Ehrenhaft told the committee in May that Mark43's pricing was projected to be lower than the current Hexagon cost and would require no additional staffing. Implementation is expected to take at least 15 months.

Hinsdale's involvement in the consortium dates to 2016, when the Village Board approved a letter of intent for police and fire to join DuPage Justice. In October 2017, trustees approved an intergovernmental agreement for the system at a first-year cost of $17,900, according to Village Board minutes.

Not every DuPage agency signed on. Downers Grove and Oak Brook opted out as of June 2026, reducing the pool from 28 agencies to 25.

Each participating municipality must sign a new intergovernmental agreement. The committee set an Oct. 13 deadline for signed IGAs, though McPhearson said there is flexibility for agencies that need more time. No Hinsdale or Clarendon Hills Village Board agenda items addressing the new IGA have been publicly posted.
